Does anybody know of a tool (software or hardware) that could utilize photo/video from a normal camera or iPhone/android?

I would use a MatterPort camera to capture the images.

etc.However, cameras, lighting rigs and editing have evolved so that the California sunshine isn't nearly as needed as it used to be, and as you well know, tax credits in other cities can make it much more lucrative to film elsewhere. 

We have security cameras in the outside of the property.

More so, maybe account for the expense of internet and security cameras and pass that down in rent, and make sure the property has covered or off street parking to avoid petty theft.

My mobile home park has been undergoing some major renovations as well, such as freshly paved roads, updated septic system, fencing the property, and security cameras, on top of typical rehabs of each unit.

All you need is a cable internet modem and you can run all your cameras via PoE (one cable)  Very simple; I set all mine up myself. 

Do infra red thermal cameras work for that?

I troubleshoot, my cameras are up, ask if everyone elses electric in the building is out?  

What I would do is find a small multifamily with a garage in a lousy neighborhood as close to my job as possible, put in video cameras and a security system, and work on developing my side hustles.
