If that isn't cost effective Home Depot & Lowes sell blank filler pieces you can stain to match your cabinetry.

You can replace the window with stain glass, glass block, remove it (maybe difficult to match the exterior if its brick), or leave it as long as the neighbors cannot watch the tenant shower.  

@Gilbert Lugo -if by chance the house is on slab, we've been doing stained concrete.

Being protected and handing the stain is key. 

Going the cheap route, get your scrap pieces and try some different stains that get you close to that color.  

The stain is blue in color.

There is also a 1 sq. ft. stain which I am chalking up to "normal wear and tear". 

Charge the pervious tenant for damages.If you need to paint, use something with a stain blocker to block in any remaining smells. 

Carpet is guaranteed to have problems, retain smells, need cleaning, get stained, burned, show wear patterns, and furniture marks. 

File the eviction and follow it through all the way to court and put a permanent stain on his record.
