Furthermore, if it can be, can we add things like architect fees, condo conversion fees, permitting fees to the basis?

I got a verbal pre approval on a construction loan, debt to income ratio meets the guidelines.I was suggested by a realtor to get a feasibility study by an architect to make sure that we can build what we want to build (a primary residence for our family).

Cities hate to lose the commercial zoning to collect sales tax but if you can help them focus on what's to gain you'll have better luck.It's not too expensive to hire an architect to draft up site plans and rendering then trudge through the bureaucratic BS.

Engineering or architecture if you want to build things, but the skill set of the developer and the designer/architect/engineer are quite different.

Contractors and Architects charge by the square foot.

For another thought, pick up the phone and talk to an architect.
