With pre-foreclosures, you looking to work with someone who is losing their biggest asset, and likely because of some serious problem, death, divorce, job loss etc, so by going toe to toe, it allows them to see who is genuine.  

I needed them to to have some money on the line should they decide to walk away.What I didSo far, I have listed three of my rentals, two have now sold and the third is under contract.

sorry when you said portland area i assumed portland it self. i think you are correct on being able to raise it to what ever you want within reason as long as they arnt on  lease then. i have never had section 8 but have had general assistance. so dont hold me to that. general assistance said i could raise to to there max.  

I make sure that prospective tenants know that when there is a maintenance issue they will need to to give the service tech access to the house.
