As you know, Seattle housing market is not intended for long term investing with the way inventory is and all the eviction bans on none paying renters. :) 

But now that the eviction ban is over, there is no more rental assistance and the unit is uninhabitable so I can't collect rent anyways, this may be the opportune time to do it.The main problem now is still that eviction may take several months and he is purposely blocking the water mitigation process which is making things worse every day.

I'm in search for fellow individuals who are new to the industry to ban together and learn as well as veterans of the industry to lend a helping hand when appropriate.

Legal action is taken against any bidder who defaults and such bidders will be banned from future auctions.

That's why so few people do it, combine that with the unfunded mandate the government placed on landlords and you can see why almost 40 years after it was banned most multi-families still have it.

So far the only change that has occurred because of it is that Scottsdale has banned real grass from being used on new builds or adding it to existing builds.
