You should have at least R30 in the ceiling/attic and unless you're doing expensive spray foam you can only get R23 out of a 2x6 bay.

My HVAC guy charges $75 so I'm a little apprehensive because it looks like water sprayed from something.

I'm working on one right now that had a huge spray painted sign in it that said "Trap House", the bums living in it before I bought it named it for me lol.

That should be a one time thing if you had an infestation of bugs unless they're constantly spraying the area for you but that's still a lot! 

We opened up the vent, (it's just a couple of screws) & we removed his rotting carcass, sprayed the area with ammonia or whatever (Lysol, I can't quite remember) and the smell went away.

If you buy a property with chrome or brass fixtures, you can easily change to either brushed nickel or Oil rubbed bronze with the appropriate colored metallic spray paint.
