Best ways to deal with stained walls from smokers.

For the wall cleaning, TSP concentrate works well. You can buy TSP in the home improvement stores. Mix up the powder according to the directions, put it into weedkiller pump sprayer, and sprayer the walls just until it starts running. Then use a good sponge mop to scrub the walls and ceiling. Rinse out the mop in a 5 gallon bucket of water. Change the water often. When you're done, rinse down the walls again with the sponge mop and lots of clean water. Ideally, you would now prime the wall with two coats of oil-based primer like Kilz Original while wearing a respirator equipped with organic vapor cartridgess

If that doesn't work, the plaster or drywall has to be replaced, with all the mess and expense involved.
