Seems the assumption is to do the L/O, you'd probably be better off selling conventionally and regrouping your investing approach from buying a new home and now that you are more aware of RE.

He hit some hard times 4 years ago and you gave him a chance to regroup and rebuild.  

I don't know that the activism is slowing, I think it's regrouping for a more aggressive push, but that's just speculation. 

@Cody Neumann I say for about 6 months then I stopped quit my 9-5 to regroup.. found a new method, so i’m going to blitz this one with everything i got.

I would suggest trying to find a RE group on Facebook in your immediate area to connect with like minded locals. 

Louis is pretty active in terms of RE groups on both sides of the river.  

I would reach out to your local RE group and ask for a referral, at the same time use Google if able to.

Do a tour, take a video and picts then post on LinkedIn and Facebook RE groups.
