Presumably the tenant can be required to carry renter's insurance on top of this, to cover malicious damages or their kid trying the outlet challenge and burning down the building... 

"§ 214 (C) THE TENANT IS COMMITTING_OR PERMITTING A NUISANCE IN SUCH HOUSING ACCOMMODATION, OR IS MALICIOUSLY OR BY REASON OF NEGLIGENCE DAMAGING THE HOUSING ACCOMMODATION; OR THE TENANT'S CONDUCT IS SUCH AS TO INTERFERE WITH THE COMFORT OF THE LANDLORD OR OTHER TENANTS OR OCCUPANTS OF THE SAME OR ADJACENT BUILDINGS OR STRUCTURES;"  So if your property is losing value because of the tenant you can evict

It’s a larger market so, there’s a larger percentage of bad faith actors in all segments of business.

(E)The requirements of Subsection (D) of this section do not apply if:(1)before March 31, 2014:(a)a building permit for the dwelling unit was issued; or(b)the use was established; and(2)after March 31, 2014:(a)the gross floor area does not increase more than 69 square feet, except to complete construction authorized before March 31, 2014 or to comply with the American with Disabilities Act, or(b)any interior remodel that requires a building permit does not result in additional sleeping rooms.

In many states these have been in process for months and in other cases there are factors in play that put other tenants at risk by allowing bad actors to remain in place.

Your real life example was done in a red state, pre GRC/DF, Safe Act or both.

In this business there are alot of tire kickers, bullshi* artists, people that are totally insincere (bad actors).I love it though. 

Foreign  actors are actively trying to influence our society for their own gain.
