I would assume that they were already tenanted with Section 8 renters since most of the time properties that pass municipal code requirements don't necessarily meet requirements for Section 8 rentals, meaning there is typically a list of repairs generated by the Section 8 inspector that need to be addressed even if the home previously passed a city inspection.

However, we only had the inspector inspected the whole building, but not did not go deep into inspecting the roof itself.

We used to have in-house inspectors but it was hard to scale and with our heavies season being that of summer months, at 1000+ units we weren't able to hire enough inspectors for the last day of month move outs and first day of month move ins and then still keep them fully-employed in our slower season in fall/winter.

As a commercial operation I had to keep a log of maintenance and was constantly worried about state inspections because a lot of the time we really weren’t in operation but for the state inspectors you were supposed to be available from 8am-5pm everyday of the season.
