Would any of those problems go away if, instead of a full kitchen, for example, I just put in a mini-fridge and a microwave?

Even if I keep full, when someone moves out I have to go in and do something, touch up paint, clean the fridge, paint a window sill etc.

And yes amenities are considered as well, not pools or spas or weight rooms, LOL, fridge, stove, A/C and type of heat....And your qualification % are HUD guidleines @ 30% and 10@ with usual circumstances, like additional handicap accessible amenities required.
