I assume those bills are for water & sewer, and sewer is generally higher than water, so the total overage to you is probably just a few hundred dollars in reality once the City adjusts off the sewer.To me, every tenancy has a stack of legal requirements and ethical/moral requirements, and they don't always overlap.

For reasons of personal ethics, I chose to only bid on properties for which the address of the named owner is some location other than the subject property, thus drastically decreasing the likelihood that I would be evicting someone from their home.

If you don't and the seller feels "ripped off" after you assign it and make a profit, they will come after your license and have a good shot at it.This also makes it more challenging to be fair, honest and ethical with a seller.
