As far as supply and demand, once many of the rentals shut down (if the county actually enforces the bill) then yes there would be more demand for all STRs.

Then shut it down to frame it up, put your roof on and close it up in a couple of weeks. 

If their certificates are such that a third party can't rely on them, just shut the whole thing down as it is only facilitating fraud by sellers.

There's a huge active church on the block that looks beautiful but isn't too busy so there's plenty of parking most days and there's a big elementary school on the next block so again, plenty of parking and it looks nice. 

Open or shut the door from anywhere!

Also, the church called and left me a message if I was willing to sign the 1099.

Then there was the peyote church leader who seemed really nice and cool at first but then started growing mushrooms and peyote in his closet, and when I went out of town he hosted all night bonfire peyote parties in the yard playing bongos all night, then stabbed another house mate who came home hammered drunk and asked the peyote church parishioners to be quiet at 4am or so and they both ended up in jail and I had to evict them both while they were in jail.

A few years ago, as a member of the Mormon church, he served his mission out there and dedicated himself to becoming fluent and understanding the culture.

The in-place plumbing will overkill, so if over time you lock and shut down a couple bathrooms (so you have less to maintain), whatever.
