The conversion from prospect to lead and from lead to contract takes more reps and you are usually converting on less than 0.5% on every campaign.

There are skip tracers that are more accurate than others, I use batch skip tracer.If you want more quality leads, I would transition more towards inbound campaigns, such as pay per click.

Regardless if you are worried about blow-back from a PR perspective, Most non profits spend way less on the actual cause than they claim to, so I'm thinking you'd be able to run a "counter" PR campaign if it really came to that.
