For example, you are probably aware of this but I know there is a huge development project going up in the next couple  years right by the Tampa International Airport in West Tampa.

I would lock at pockets of properties near the schools, the medical center, airport, etc.

My Chase Saphire Reserve card gives me 3 points for every dollar I spend on travel/dining, which equates to 3% back in value, plus all the ancillary things I get from the card like free airport lounge access, free rental car insurance, auto rental upgrades, TSA precheck.Most of my spending is on dining/bars, so I use that to get the better return.

Meabt to add this is out by the airport as opposed to downtown. 

To my knowledge, public schools in that county are poor so the property may be very slow to appreciate.It's a perfect area logistically, right in between Fort Lauderdale Airport and just a little North of Miami to keep costs down.

It’s on a very busy road close to the airport.
