I bet there are some tenant advocacy groups that can help.

I would suggest contacting a local tenant's right advocacy service if this arises as most tenant fail to follow the proper steps in this regards

Also, perhaps any national organizations for developmentally disabled advocacy for independent living, etc.Good luck.

Be mindful that there are several advocacy and legal aid groups only too happy to assist any tenant applicant who is told by a landlord that service animals require a different rent or deposit, or that the landlord will not make a reasonable accommodation.
