For newbies who want to learn the fundamentals of RE investing, Cinci REIA has a program called Express Success which is great - it's a course but also includes admission to a year's worth of detailed workshops. 

At the time, we believed the attorney so we stopped the eviction process and the buyer started making payments again. 2 weeks ago we found out that by her own admission that she never had a pre-approval, had never even tried to get financing, was in no way financially capable and doesn't even have a credit score high enough to get a pre-approval (according to a credit counselor my realtor referredthe buyer to).

The price of admission to this exclusive club is that you need to get very good at knowing your property, and knowing the way to speak with potential investors.

I am asking for a copy of their I-9 form that shows available funds for living expenses as well as admissions letter. 

Moreover, finding, screening, and managing a PM (yes, you need to manage your manager) is challenging, and it often requires experience as a landlord/PM (an experienced landlord/PM is better able to screen PMs, find a competent PM, and manage that PM)...but, you are not an experienced landlord/PM, and it by your own admission, you're pretty bad at it...so, you're ill-equipped to find a good PM and manage them through a solution to your challenging problem....

What they care about is selling their property and not getting taken advantage of.By your own admission, you offered him 65% of the current market value - and you think it needs $60K in renovation without even setting foot inside.If someone made that offer on my home, I'd tell him to walk west till his hat floats.
