If I remember correctly, the 16% Solution book advised its readers to stay away from New Jersey, as the state had, in it's past, a wild west type of industrialization, and many plots of land have environmental contamination.

Is it an Environmental Service Assessment letter?

I'm looking at some properties close to the water that would have huge potential, but they're part of a "Special Management Area" that require an Environmental Impact Statement or even a full blown Assessment, before the board even considers approving a building permit. 

The commercial attorney will cost you more than that alone then you have lender legal fees, title policy, insurance policy,reports (appraisal, site inspection, environmental phase one , ALTA level one survey, etc.)

What sort of conditional checks do they require (environmental studies, their inspector, etc.)?

It was both environmentally and culturally diverse, they speak English (not understandable English in some parts), and the currency is based on US dollar.Rain forest, Cayes, an atoll, Mayan ruins, great waterfall, Caves, interesting zoo, cool towns (really liked Placentia).I could envision visiting Belize annually.

 - Should be willing to park money for at-least 2.5 years at best to get properties (most often it gets  redeemed within weeks or months)- Property/land with EPA/environmental issue (again that may be specific to NJ) - Property with Federal IRS lien.Questions:I am not sure why properties with federal lien should be avoided. 

Run.It's not worthed when the city is so conscious about permit for rental that you are going to purchase.It's like trying to capture $200 a mo by risking 15k.
