Rehab done with no permits!

I am a new investor and had a property under contract for a rehabbed duplex, while under contract I was planning to set up the rental certification after closing. The city informed me that this property had an inspection for a  rental certification a month before and failed. Due to only 2 permits being pulled during the rehab. They stated 3 more permits needed to be pulled and work inspected by the contractor that completed the work. I tried to negotiate with the seller on getting these permit issues resolved; however the seller is low on funds and cannot complete the task. They offered to lower the price with 5k in sellers concessions at closing for me take the property as is. I am fearful this maybe more that I can handle considering I'd be going in having another contractor trying to finish someone else's work.  Should I run or negotiate a significant lower price? Property is in Michigan

    best advice.

    Seriously. Run.

    It's not worthed when the city is so conscious about permit for rental that you are going to purchase.
    It's like trying to capture $200 a mo by risking 15k.
