Opponents of the bill say it tips the balance of power too much in favor of homeowners, and they may have a point as it takes a lot of the teeth away from HOA laws, with the max fine being only $500.

Coming from the tech world, I'm familiar with tools like SFTP, SSH and know there have been a few on the Google Docs and Dropbox side that have offered the ability setup a secure drop box in the past, but all appear short lived and I'd rather not send millennial rental applicants back through faxing paystubs and/or other sensitive information to me over insecure email or text messages.

Septic tanks, even though they're full of crap (no pun intended), are sensitive things - the bacteria are highly susceptible to overload, bacteria soaps, bleach, chemicals, and other stuff that simply won't break down or will kill off the bacterial load.
