Is the basement ceiling sheetrock nailed directly to the floor joists?

Can you not just a) paint the wall and ceiling b) polish any wood, glass or other surfaces and c) use some Febreeze or other substance on the carpets, curtains and what-not?

Otherwise, my roofer will do a full maintenance, which includes fixing nail pops, replacing pipe boots, securing/cleaning gutters, repairing damaged flashing, etc.- If the HVAC system is more than about 18 years old (or if it's in bad shape), it will get replaced.
