If not, I wouldn't worry so much on getting the line rooted, (scoped would be good so you know at least what's going on), but focus on helping the person understand their idiocy by charging them money.

In my area they are basically root cellars or the equivalent of a crawl space, so think of it that way in determining whether or not it is worth it to do anything.
