They want to be stupid, well, it can cost them, because it costs you.If I were in your situation, I would get it cleared out one more time, maybe buy the tenant a complimentary roll of toilet paper, and give them written notice via certified mail that you cannot afford to have their toilet line rooted any more due to negligence on their part.
