These types of auctions/sales are not for the novice investor and require a lot of research before the sale that often/usually doesn't even pay off (since, as you pointed out, properties often get pulled from the auction list, and there's always the chance you can get outbid even if the property remains on the list). 

Most MLS flips have such thin margins that the only people doing them are novices doing their first deal or flippers with cheap in-house crews.

My actions are always based on the individual tenant and some have turned out to be low life bottom feeders that deserve no consideration.I would not advocate this approach to novice landlords but experienced landlords know full well it is sometimes necessary to put on your big boy pants and take care of business.
