For CA to pass it, the Assembly must pass it, the senate must pass it, and the governor must sign it (the governor will sign it if it makes it to him).The rent control regulation to have any value would need to have a law preventing the LL not extending the leases (often mistakenly referred to as evicting). 

But if you extrapolate from that data that coastal A markets have never crashed in down cycles, you would be mistaken.  

Also, commercial appraises differently if I'm not mistaken.
