@Russell Brazil here in Oregon its mandatory to give cash for keys in many instances you dont have a choice.bottom line this is all going to massivly back fire on those that think this is helping folks.. the private sector is going to get so jaded and defensive that these tenants that are not up to snuff are going to find themselves in real trouble.
