@Robert E Bogino the guesstimate is really due to both properties being high standard finishes but downstairs unit has more amenities like higher quality stove, wet bar, tv and surrounds system this is because the owner was living there and will be leaving all the stuff.

in the state of Florida you have to make an efficiency legal if it has a full kitchen including a stove.. but the room I rented is just a room with bathroom and closet and has a privacy entrance to the backyard...

You want to know how much a water heater cost, new flooring, a new fridge, stove, toilet, vanities, cabinets, doors ect.

60% is a good rule if you are paying all utilities besides electric and gas for the stove on a 1970 or older building.

Is there a working stove that is available for them in the unit?  

The stove and outside of the oven has a thick layer of grease on it.

Examples:  AC went out over 4th of July weekend, stove element corroded day before Thanksgiving and Fridge heating element went out over spring break.Justin
