There's a bill in AR that hopefully will get passed which would stop local municipalities from enforcing regulation on STR.

you're the boss when it comes to a BRRRR - no one is going to take responsibility for getting anything done, not the agent, not the contractor, not the PM, not the locality, not anyone but you.

Traditional banks sometimes balk at it because they see it as riskier, but local credit unions or regional banks tend to be more open to it, especially if you can show a solid plan for development or resale.

I would absolutely encourage you to get out to local investor meetups. 

Like what was already mentioned, local gym partnerships would be a great idea.

I also have consulted numerous local officials as well as HUD in DC.

Some of the groups are made up of local investors with all kinds of different experiences and are pretty helpful with resources when you need them.
