A wall is not intended to be used as a ladder or walkway(or whatever) and could potentially be a liability problem for the owner, the association, the PM, and lawn care company.

I recall the hotel walkway falling in KC due to bad concrete, that isn't in all buildings.

I also offered to e-mail a link to the City schedule so Mom could continue to tell her.We deal with that in the same manner as other immaturity pains (such as shovelling both the front and back steps and walk ways at our houses), we warn them 2-3 times, then we hire someone to do it and send them the bill.  

I understand why since its blocking a walkway and fire hose station.

I was initially thinking of either providing a snow blower (I have 2 extra ones) or providing plow service for the driveway only (tenants would be responsible for clearing snow from the stairs, walkway and the area around their cars).

actually im looking to wholesale it. the property doesn't need any work beside whatever changes the new owner would make. the 2 bedroom pulls in 1100 a month. the owner lived in the 3 bedroom but is currently moving out. i estimate you can get 1400-1500 on the 3 bedroom and another 800-900 on the one bedroom. i was also thinking you can rent each room separately to college students for $700 a room. marist college and the culinary are less than a mile away from the house, with vassar college and dutchess community college with in the city as well. there is a lot of room for profit in this home either way you go with it. safe neighborhood and great neighbors close to entertainment and the local post office as well as the hudson walkway and river. both hospital are a few minutes away along with the malls and good selection of gyms and restaurants and churches.

All HOA does is enforce rules & regs, architectural guidelines, and keep common grounds (parking, walkways, etc.).

•Tenant shall keep all stairs, porches, patios, entrances, walkways and outside areas at the Leased Premises neat and clean and free of Tenant’s property, trash or rubbish.

There's one square of concrete sidewalk to possibly contend with, and the line likely runs underneath an asphalt walkway to the house, then under a front porch of about 6 feet.
