Off MLS they probably could have gotten a survey, title insurance, and some HOA transfer fees when purchasing, so better deals off MLS, and with no restrictions for resale.   

I would need to have drawings created and a new survey taken.

You know big trophy ranch's and I have to think buyers that are buying 5 to 50 million dollar ranch's will not have a problem with a buyer broker arrangement It takes a ton of time and effort to sell those bad boys and its for sure a specialty niche.. you have to know a lot about Old western land laws  Water rights Timber rights Mineral rights you have to be very good with surveys and how to read USGS quad maps ( although google earth helps a lot) U have to understand hunting and fishing regs etc etc. .

Who cares if the response rate for the surveys has dropped from 70% to 40%?

You'll more that likely have to do a Topographic Survey and apply for a Floodplain Permit.

There was a local survey that was sent out from January 1st- February 29th of 2024 to pose this question. 

And the bank should be requesting that survey directly from title. 

They have most likely worked with reputable survey companies.
