Some are operating under 506(c) and are diligent about scrubbing people for access.

I would use an attorney to close if that is an option in your state, closing costs are minimal as no appraisals and other fees are required by a lender, I would take it over lease it and revisit in a year, I would scrub the repairs to what ever is needed to get it rented and then perform the other maintenance and upgrades over time.  

You are scrubbing the data anyway so why not make it count?

Do you guys run these phone numbers somewhere first to scrub for DNC or you can just dial with a voip phone number without scrubbing first and you will be safe?

Their information is not always accurate, and I don't believe they scrub phone numbers that are on the Do Not Call Registry (although their information is public) so do your due diligence!

Pull lists, scrub them against the DNC List, and cold call, call, call, call.

Do people just scrub their lists against the DNC?

I scrub the list to remove things like properties with a mortgage, duplicates, etc. and spend a tremendous amount of time on pricing, because although these offers may be a lot less than retail, they are not out of the question.
