I've contacted a couple of lenders here in the Buffalo, NY area (for now, since that's where I am for the next couple of months) and confirmed my options are 5, 10, 15, 20, 25, and 30.  30 was at 4.785% (it was either.785, or .875).  

Was wondering if anyone has a recommendation for CPA that has a focus on real estate and business planning in Buffalo NY / WNY?  

I would do all the capital improvements as you mentioned so  maintenance is not a factor down the road especially in your cold area of Buffalo

Buffalo, NY doesn't have a ton of wild pricing variations so I just threw in the 100K number as an example for our C-area .
