While I have not heard the term 'paper lot,' I'll take a shot at it.The subdivision has been engineered, drawn, surveyed, approved by the municipality, filed with all offices (D.O.T., county surveyor, water district, etc. but no work has been done in the field.

I think rent survey is going to say $1250 which is too low for $132,800 loan with tax and insurance payment is $1319... devil is in the numbers 

To start the process they require: 1) letter of intent; 2) lien release proposal written with attorney or title agent; 3) survey with descriptions of before and after.

I did a national survey with about 50 successful investors from around the country on what they were currently paying for labor and materials, and I updated pricing based on the responses (prices in the original book were from 2012/2013). 

If it's a larger lot or having a hard time selling, a survey might be helpful to get it sold. 6.
