I do understand what you're saying if they just never make the repairs and then move out, but at the same time, you also didn't have to pay to have the property upgraded for that rental cycle, and if its a LO, then you still collected and kept their option payment anyway, and any additional repairs needed above the move-in condition would be deducted from the separate security deposit as normal. 

Do not follow this advice blindly.I believe investment in vacation rentals or a few areas, like Old San Juan, Condado, Isla Verde, is safe.In my opinion, the Oversight Board is here to steady the financial ship and make sure the US debt holders get paid.
