Own a home fha loan. I want to buy an investment homewithlittle$

I'm stcok here I have a house with fha loan I got $10,000 to buy an investment property but banks are asking for 20% down. I just want to put around 3-5 %. Can I tell them that I want to move to the new house and buy it but not really moving.. and just refinance after closing and rent it out ... are there mortgage that allow to do that.. I'm just so confused... this is frustrating .. any help pleas thank you ...

@Saul Garcia defrauding the federal government typically does not end well...do you have a current FHA on a primary?

If so, why not refinance, pull the equity, place a tenant, and buy another property with FHA? Piece of cake.
