Oregon used to be really fast to when you were BY RIGHT I did a project in Lafayette Oregon 110 lots and got pre lim approvals in 120 days on that one but that was 98 or so.. :) now things are taking at best 1 year to realistically 18 months to 24 months for full approvals from what I have experienced.
