They applied a parge coat at some point but it has basically turned to a sand like consistency and is falling out/ already fell out and is on the floor.

They may only need a coat of paint or a few new fixtures, but that's NOT TK.

Ultimately, I will probably pay to have the piers coated and the it reclassified as real property, but in the meantime, how much clouding of a title could I do?

Novices expect to rush through the process, slap on a coat of paint and earn a fortune.

unless they are severely damaged the most I would do is a light sanding and a light coat of poly .

It's more work, more hassle and you have to have thicker skin.     

It's just me maybe but if I had redwood siding I would just clear coat it.

That being said, if you want it gone completely I would probably skim coat the entire area (lot of labor/time if you haven't done it before).I also added some cedar planks over the entry area so I was able to leave this area alone. 

Vancouver is also an attractive marketing simply because it rides the coat tails of Portland.
