We have a small number of long-time tenants who are always going to write a check and we have 'grandfathered' them through but we no longer accept tenants who can't manage the eRent. 

Either the offer meets the minimum acceptable offer or it doesn’t.  

Run your numbers, look at 100 properties to make 10 offers to get 1 accepted.

I think some inspectors are overly cautious for their own sake or have a save the world philosophy where they would rather see everything replaced then accept anything borderline.

How likely that the buyer would accept offer that way below what they're asking for?

They can accept the offer and you get a good deal or they can reject it and you move on to the next one.If you are trying to do a flip or a wholesale deal then you may need to adjust the numbers but the basics are the same.
