When I have a client with that need, I pull comps and look at each listing individually and find fixers and fully rehabbed homes and help them develop a budget based on the sale price per square foot for the pre and post rehab properties.

You either have to go out a litte further, 2-3 miles to try and find comps, or try another valuation method like price per square foot average in the area to get a ballpark.
