I have approached a FSBO and properties that were not even on the market, and have yet to have the owner's react negatively. 

You never know how people will react when you reach out to them though, especially after they lost a loved one, so please be kind and don't try to push if they're not interested. 

I do not think you are over reacting. 

Set the pride aside, and lower rent and watch the market react!  

They are probably ignoring you, hoping the problem will just go away, but you can't let that happen.Once you take this course of action they will probably react to you, but if you want them gone, you now have the perfect opportunity....
