Having said that Minnesota does not have termites due to our weather so we don't do pest inspections, we don't require hurricane insurance, or earthquake coverage, but many but not all lake properties require flood insurance. 

That may help the heat situation although we've been having unusually hot weather in many parts of the country. 

Although it's great here with weather, proximity to mountains and the Pacific Ocean. being close to family and friends but I'm constantly stressed out.  

My family and I decided on Reno because of the low property taxes (that don't reassess on the sale), much more favorable tenant/landlord laws than CA, diversified job growth, population growth, close proximity to Lake Tahoe and the Bay Area, and the overall weather is not as harsh as a lot of other areas across the country. 

I think insurance companies have become more risk averse as weather events increase.

It's hard to beat California weather.

With weather getting more and more unpredictable, it just seems like something a tenant could complain about that, even if you didn't do anything wrong, could land you in hot water. 

As long as you can weather a few of those over the years, the rewards of "tenant friendly" policies for landlords can be incredible.Contrasted to a place like Houston or Austin Texas, where fewer tenant protections are in place, and you get a booming flow of new inventory.

However Property tax's some of the lowest in the coutnry and property maintenance same thing if you buy a stucco home with a tile roof.No real major weather threats like many markets  IE hail storms wind storms etc.. can get windy but thats common.. 

Delays can happen due to material shortages, weather conditions, or scheduling conflicts.
