Aint nothing stopping anyone from putting that in their head - it's up to the appraiser to be independent and unbiased - but the real trick to what I'm saying is that all appraisals have wiggle room and if the appraiser knows what you need and has the wiggle room to hit it, they probably will unless they have a damn good reason not to.
