@Tj Collins, The differences between states is limited to reporting of the sales at this time. 

To help our case, I am thinking about putting together a report of some type that would help for why this development should be accepted. 

-Do you have the title report/commitment/policy?

Figuring the seller was milking the property and doing minimal upkeep, the inspection team report has so far already helped me bring the seller down several 100K in asking price.

I just don’t know DSCR are great for investors that do not report income, have exhausted all conventional financing, and want to close title under an LLC.

Reporting by concerned neighbors can be done anonymously online, which will prompt an investigation.
