While some neighbors can be a pain in these circumstances, I have found that the constant "stranger danger" and intrusion into their properties gets very old, very fast. 

It has the advantage of being easily replaced if you have water intrusion and is incredible in the long term.

In addition, there is evidence of water intrusion and water damage throughout the house.

That doesn't mean "silence" but it also doesn't mean tolerating intrusive noise. 

While that doesn't mean complete silence, it does mean living without the chaos and intrusion you're describing. 

They are set in their ways, and any attempt to collect a deposit now will be seen as an intrusion. 

That is sealing to SOME DEGREE your foundation from water intrusion.

   * Realtor Fees  * Closing Costs through title ( I always pay them for my seller)  * Taxes (if delinquent)   I always remind them of how intrusive the process is with selling through a realtor.

For me, I weigh the intrusion of government oversight with the intended goal of alleviating a societal problem.
