Intolerable activities of Tenants above us

Tenants above us spend entire day in kitchen by using mortar & prestle to blend spices and dropping things on hard floor.We have warned them multiple times, but usless each time. We also complaint to our HOA 4 times and now they are losing their interest in responding.

The day we bought this place, since then its been like we are getting torchured. Please suggest something. The guy above us has work from home option. I really dont know what does he work and entire day he spends in walking in the house like a playground or spends in kitchen. They clean dishes atleast 5 times in a day and throw things on floor. They bang cabinets of kitchen,closets all the time (in the quiet hours as well). Our guest room is just below their kitchen. We tried to explain them several times but these guys are really stubborn.

Please suggest something. They are tenants and do not have any kind of fear ( i think their landlord is supportive). We own this place but never feel like this.

Please suggest!
