I recommend Wordpress to alot of people because it's easy to get started (and probably because I use it every day).I'm not hugely active on social media, but have found Buffer pretty useful like @Russell Brazil said.For me, I think the most important thing is just to have someplace people can find you online, whether that's Twitter or your own site.

Building the website can cost anywhere from $0 - $lots of thousands depending on who does it and what you are trying to accomplish.If you are going to build it yourself, I recommend a free CMS (like WordPress) because there are MILLIONS of videos and tutorials, templates, and other resources.
