After speaking with a few electricians I think the plan is: pigtail the outlets, replace the FPE box.

Due to the time constraints, you would need a pretty competent electrician, and plumber.I'm not sure what the cost would be, but it might be an additional option l.

I'd argue that if you're buying in a high priced market, some inexperienced teenager who lives in his parents basements is even more dangerous to consumers.The fact of the matter is you've got to go to school for 6+ years to be a lawyer or an engineer. 8+ to be a Doctor. 5 year apprenticeship to be an electrician. 

It took several tries over the years to develop a team of contractors, plumbers, roofers, electricians, etc but I believe I now have a team that I highly trust. 

You can also pair up with Roofers, Plumbers, Electricians and have your students shadow them around so that they learn the fine arts of renovating/remodeling. 

Use a licensed electrician! 

He knows all the electricians, plumbers, painters, drywall guys, you name it he can get the best bids on anything he’s not doing himself.

I am in desperate need of finding honest and fair electricians, plumbers, HVAC, exterior repair, painters, etc. 

BUT you want someone else to do it, now $360 might be a bit steep but it's definetely not far from the mark... heck... an electrician would likely charge similar or more...
