Maybe they are "thriving" but they all have industry, major universities, and generally are not going anywhere.  

There are thriving class A neighborhoods: Downtown, Cooper-Young, Overton Square, University District, East Memphis, Crosstown, Germantown.

Talk to folks who are thriving in this niche and learn from them.
