In general, the main issues that come up with city regs are adding a full kitchen (stove/cook=top), completely separating the units with a wall vs a door, and not having egress windows (big safety/liability hazard).

If the appliances are theirs like the fridge, stove, microwave, and dishwasher - offer to buy them from them and leave them there if they move out for 50-80% of what they paid for them, I would wait until they are going to move though before deciding if you want to buy them or get new appliances - less hassle for you to have to go buy new ones and less hassle for them to have to move them somewhere that already has them.
