Are  you using PTACS or Mini-splits?

Might be worth it to look at a mini-split too.

Does it typically include everything except design and finishing materials (tile, countertops, flooring, mini split, doors, lights, appliances, water heater)? 

You're probably talking $15k at least...I would strongly suggest looking at a mini-split system.
